How about the opposite. Force every home and business to have a gun. Allow potential victims to defend themselves without legal consequences. Make bail almost unavailable in a violent crime. Do a crime with a weapon twenty fives years minimum no getting out for good behavior. I bet in a few months or less crime rate will be almost at zero or move to another state.
