SECURE electronic voting makes it impossible to bus in tens of thousands of fraudulent paper ballot votes and count them - it would immediately throw up a red flag because of how non-repudiation (while maintaining anonymity) and block chain work in secure electronic voting processes.
just open source the election code allowing everyone to see it, make it so there is no internet connectivity on the machines and you got a decent voting system that has pretty much the same integrety as slot machines
