About 5% in any given population are leaders. The rest are sheep. I believe that with Americans, that percentage is a little higher. In WWII, the Japanese used to take out of the prisoner population any person that exhibited leadership. The remaining prisoners were extremely compliant. But inject a strong leader into the population and the enemy has real problems.
