The legal system has become uselessly slow. The law is too complicated, and courts have too much to do because everything is litigated. Thus simple justice cannot be delivered to the people, which is the point of having a system of law in the first place. Millions of details have to be pored over just to figure out Uncle Sam can't require you to wear a muzzle.
