Correct. Instead, they will form a new organization and do the rigging from a shell company.

This is the problem with the "good guys", they think that if they expose the crime it will prevent it in the future.

There's a million ways to cheat, and they will just move on to the next one next time.

If they don't go to jail, there is no deterent.
