HIV passes through the placenta and baby get infected from infected mom. Prior to 1985, donor blood was not tested for HIV because they didn't have a test for it and many many people were infected through transfusions. As far as testing, HIV is tested via ELISA test and for a more accurate result, the western blot and indirect fluorescent immunoassay that detects certain HIV proteins.
