i completely agree. i don't know the exact concept or word to describe it, but that's very much what is happening. the supposed "authority" lays out explanations that seem to be contradictory at different times so in the future regardless of outcome they have some soundbite or statement they can refer back to. the most blatant is Fraudci's mask, no mask, double mask statements. they talk out both sides of their mouth, simultaneously in some cases. it causes confusion, demoralization (as you pointed out) and complete lack of trust. things a healthy society would not create.
