Preparing the a false narrative to blame Russia for toxins the Azov and Banderite NAZI brigades will release on their own people then demonize Putin for it. Perfect opportunity to get the EU and NATO onboard for some more drastic retaliation like possibly destroying Russian oil and gas pipelines and railroads. Its just a guess.
