The thing to do to counter this is you need a based voting district that bans the vaccinated from participating. When the lawsuits roll in make sure it goes to a federal court. When it gets over-ruled you'd be setting a precedent that you can't discriminate against poll workers based on their medical status.

Precedent is irrelevant because occupation regimes throughout history have always ignored the law and courts.
This is no different. They will ignore it. They've ALREADY ignored court rulings that created obstacles for them.
You live under an occupation, not much different than was depicted in red dawn. It's less violent then that, but the existing regime will resort to the same measures sooner or later.
