Part of draining the swamp was exposing all the swamp creatures to the public. This is about a lot more than kicking out a few corrupt individuals, only to have them show up again somewhere else, or be re-instated by a corrupt justice system.

Another way to look at it is if everyone knows who the enemies are, they will have no place to hide if they escape justice.
