This is mostly nonsense.
If people are sheep, and you are people then by your own admission you are sheep. And you would be right. A couple of points:
1) All humans have herd like behaviour. It is typically referred to as persistence of belief. This is a VERY VERY IMPORTANT evolutionary trait built into our dna because humans are a genocide species. We do nothing but form war parties and kill other humans, something we have been doing for over 10 million years. Our closest relatives the chimps do this all the time. Persistence of belief is an important survival mechanism to our species because in war you need your troops to be absolute believes in your troupe and objectives, otherwise you will get killed.
2) There is no solution to this because this is a permanent feature of our genome.
3) White human males exist in a hierarchy. The most dangerous position is the alpha position. The second most dangerous position is at the bottom of the hierarchy. The safes place is in the middle of the hierarchy. Our genetic structure is well designed for enforce these mechanisms that we cannot ever get out of this without re-writing our entire genome. It is merely the kind of species that we are.
4) Lastly, anyone that CANNOT fit into a group is ALWAYS an oustider and will almost never get entry into any group or hierarchy. The reason for this is that if you train people, as you say for the exact opposite behaviours, you get loners that are "off" in some weird way and when that person tries to join a group everyone in the group will sense something is "off" about them and kick them out.
What you are suggesting will do far more damage than letting people just be "sheep".
A better strategy would be to teach our leaders to understand world politics and to work at establishing alliances with groups of our own people and maintaining those alliances through collaboration, growth and mutual alliegence rather than something as destructive as what you are describing.
