Can they issue anonymous orders? I doubt it

Verbal orders are still orders. I'm guessing it came from a very high level (secdef?) and the name wasn't passed down when the order went down the chain of command.

So basically anyone can say they have an order from a superior and it has to be followed without question?

No. Her (higher up) Commander gave her the direct order, stating the orders came from higher up.

It's like if your boss tells you to do something, and told you it's not his decision but came from higher up.
