Here's the actual article written by the lawyers

A superior officer higher than her immediate commander had ordered her not to testify regarding certain critical information relevant to our case!...

...Dr. Long informed her commander that she was protected under the Whistleblower Act. The commander stated the order had come from much higher up in the chain of command.

They still have a name and rank

Can they issue anonymous orders? I doubt it

Verbal orders are still orders. I'm guessing it came from a very high level (secdef?) and the name wasn't passed down when the order went down the chain of command.

So basically anyone can say they have an order from a superior and it has to be followed without question?
