So all they have to say is the order came from higher up and you have to follow it?

If they're in your chain of command, and it's a lawful order, then you must follow it.

We don't currently have the whole testimony, but obviously she still testified about something. Sounds to me like she and the lawyer decided the best course of action was to bypass the order by going out the window instead of the door.
