Didn't the U.S threaten 'Consequences' for Russia if they invaded Ukraine and all that happened was our gas prices shot up?

Gas went up before the invasion, got worse after OPEC told Biden to pound sand, and got even worse when the 3% of U.S. oil imports from Russia were shut down.
