Putin is taking the least charitable position towards these facilities - and I can understand his reasons, he's using it for his propaganda campaign, as well as being unhappy about their proximity to Russia's borders no matter what their purpose.

Any laboratory involved in researching dangerous organisms kinda has to have dangerous organisms, which can be weaponized. I would think that any such facility would have protocols where, if control is about to be lost, for whatever reason (war in this case, natural disaster, etc) that they'd want to destroy those organisms to prevent them from being accidentally released at best or turned into weapons at worst. That Russia recovered records accounting for the organisms and their destruction seems to point more towards legitimate research than some secret bioweapon program, that more care was taken towards accountability than secrecy. It's easier to destroy records than to safely destroy dangerous pathogens.

Our beloved government saying they're concerned about these organisms being seized by Russia, now that's a strike against.
