it couldnt be because wealthy people know tax laws and how to get around them? i wouldnt be surprised if they made more money off of the poor than the rich. the wealthy have more money sure but they also know how to hold onto it that is the opposite of how the poor deal with money whether by choice or ignorance

They also know that the poor are unable to afford legal representation to fight them. The wealthy can afford it, and that cost-benefit analysis is a deterrent.
