The guy has no idea on how many watts you need to be effective at "some distance"

Plus, a first strike is useless if you are then zapped by counter strike.... so.... nothing new.

A counter strike could work if the ability to launch one wasn't wiped out. It is conceivable that the enemy will try to take out your retaliatory weapons first. Joel Skousen mentions this concept at https://www.worldaffairsbrief.com/keytopics/threats.html about halfway down.
