A counter strike could work if the ability to launch one wasn't wiped out. It is conceivable that the enemy will try to take out your retaliatory weapons first. Joel Skousen mentions this concept at https://www.worldaffairsbrief.com/keytopics/threats.html about halfway down.

Read the fiction book One Second After, it shows how quickly society devolves after an EMP takes out the US. It’s a good read, the sequels aren’t that good though.
