If Q speaks of arrests and Military Tribunals, my expectations are arrests and military tribunals. But you are absolutely right.
If you lower your expectations enough, if you have absolutely given up all expectation that any of what Q said will happen as said, then yes. Q outperformed all expectations. Amazin!
