truth: there is a lot of toxic stuff in all the debris and dust. for actual sanitary reasons it had to be cleaned up...
Besides would you want bombed out buildings and craters in your city? or would you try to erase the evil? ( a simple question people have faced since the creation of war . )
There are many valid reasons. We can't throw all of them out without testing them first .

Years after 9/11 I was working with a group on the design for the new World Trade Center rebuild fiasco, and was part of a group inspecting the abandoned subway tunnel in the immediate area under and off to the side of the twin towers. We were escorted by an uptight guard that commanded with a loud voice that we were to obey his commands at all times. The group of maybe 20 engineers/architects/designers walked down the dimly-lit tunnel (of which there was nothing to see - an undamaged old subway tunnel). About dead middle of the 9/11 site and off to the side of the main tunnel there was a smaller tunnel (an old walkway obviously) that went about ten feet off the main tunnel and was opened to the outside. As part of the inspection a few of us went down that side tunnel and briefly glanced out the doorway. Our escort/guard went ballistic and almost stopped our inspection because we had glanced outside without asking his permission. Obviously, he didn't want us to see out the doorway - to this day, I wonder why.
that is another thing , (ThanQ for bring this up ) by cleaning up the debris many tunnels were exposed
