Buy a bicycle. I recommend a hard-tail mountain bike. They can go anywhere, and where they can't do you can carry them.

Why hard tail? You can go faster and maneuver better with full suspension. Bicycle tech is leaps and bounds over what it was just a decade ago. I'm looking at a fat tire electric mountain bike. It's basically halfway to an electric dirt bike. But if you run out of juice you're not screwed.

I'd go with just chunky tires, no more than 3", 29" rims. The rims, tires, and tubes will cost less to maintain.
