Making it part of a wiki post might be good. That way we can have a button on the sidebar that's a post linking to all would-be permanent stickies.

Permanent sticky is doesn’t make much sense. Adding a link to the sidebar makes more sense. Whether it’s warranted remains to be seen I think.
