I've been in a crowd where police are on horseback -- and let me tell you it's scary. Those horses get spooked easily and they are so huge it doesn't take much to knock someone over or cause a stampede
One of the first things you’ll wanna learn about horses is that they can be spooked by two things. Things that move, and things that don’t move. A spooked horse is a very dangerous thing. Many a man, woman and child has been killed or badly maimed for life by spooked horses all throughout history. Every rider knows the unpredictability of even the most well trained horse and would not barge one into a crowd without the knowledge that somebody is gonna get fucked up. There is no reason other than to cause fear and harm when you bring or as they did, a cavalry march of horses right into a tightly packed crowd. They damn well knew somebody was gonna get hurt and that was the point of it. To hurt people.
