They already have everyone carrying id's and cell phones. I don't think it is about that. I think it is simply about setting the precedent and conditioning everyone into accepting forced injections. Once they have that machine lubed up and cranking at the requires speed they can administer the kill shot to everyone without the risk that the sheep start dying off before the goats can be injected.
