Different levels of control effect different people in different ways. Honestly, it's rather silly you would even suggest it doesn't make sense. Trump is a populist outsider. Excluding him would have created backlash. They control but they also have to control us. That control only exists so long as We The People believe we are in control. By denying Trump they would have confirmed we have no control. If you are aware of anything over the last several years, they clearly thought they would have him neutralized and taken out shortly after becoming POTUS. Which obviously didn't happen. Which clearly confirms Trump isn't their guy.
