Each of these traps has him in a "damned if you do, damned if you don't" scenario.

These "holes" in Biden's "freedom of action" were very carefully designed and meant the Biden Admin was going to be "taking on water" from the moment it set sail.

*Devolution is not black & white, as in the entire government is "devolved" or not. It's a principle that can be applied in various degrees to any agency or mission of the government. It means to take an area of responsibility and decentralize it so there's no single point of failure or control... to distribute the command authority necessary to achieve the mission.

This means units protected by PEADS and able to keep executing on missions / investigations set in motion before Trump left office.

The Biden admin can bail water more and more desperately... but they can't ever catch up with the rate at which the WATER is coming on board.
