No, that is just being a lite weight. Years before I retired, I was in the UK on business. My wife found out that the UK M&Ms were made with a different type of chocolate than in the US. Got an email to buy as many as I could (I always carry a small folded-up duffel bag in my luggage - for just in case). So, I came back through US customs with like 400+ bags of M&Ms - obviously, I was smuggling something. Customs was not even interested in the "package" I was carrying that had the special Carnt import/export documentation attached. Customs wound up randomly sampling 2 of the bags of M&Ms....
