Indeed. The "risk" of jail was (and probably still is) practically non-existent for people in the right social circles.

The reason is that it involves people at the highest levels of govt who have gotten away with this type of crime for many, many years.

As Techno_Fog says: Don't ask if this is a conspiracy, ask how far the conspiracy goes...
