If the military budget is controlled by Congress via the National Defense Authorization Act in addition to various defense appropriation bills, who is funding this secret sect of our military?

In all seriousness, how can there be a secret military within the military? I’ll tell you it cant. I know beyond the shadow of a doubt that NO NAVY SEALS are on missions for or taking orders from “ white hats”. How do I know? As someone serious about preparing for the shit storm coming , I have ( at great personal expense) hired an EX Navy SEAL to train and mentor me. He is a 10 year veteran and is WELL KNOWN for various roles on History Channel shows about seals. We have formed quite a bond and I finally asked him the question “ Ive heard all these stories about special operators taking the Evergreen ship, combating human trafficking in underground tunnels, DUMBS being blown by tactical nukes etc.” He literally laughed and said all of that is complete bullshit. Complete and total BULLSHIT.

Yes, Ive seen the movie. So basically you’re saying their is a splinter faction of our military/ Government conducting secret ILLEGAL activities for good? They way “white hats” has been explained is a group of Generals and intelligence officers banding together. What I find highly improbable if not impossible is rounding up enough active duty military members to be the tip of the spear. What if they are part of a unit and not everyone in the unit is OK with illegal activity? Like I said, I am very close to this Navy Seal, we’ve had many conversations and he is saying there is NO activity being conducted by a splinter faction. This whole white hat this is total bullshit! Nobody is nabbing and shipping evil doers off to Gitmo for tribunals. Nobody is stopping and searching ships carrying human cargo, nobody is retrieving stolen gold from tunnels beneath the Vatican, nobody is blowing up DUMBS with stolen nuclear ordinance.
