oh absolutely. I'm just saying that things like restrictions, gas prices, etc. all seem to correlate with elections.
The ruling class controls the minds of the NPCs, and part of maintaining this control is to go up and down with stress levels. There are many goals of theirs, and these things can help with all of them.
