True, if bitcoin is done the way it is being done in El Salvador where a particular government issued app is needed. It might as well be a central digital currency as far as tracking is concerned. They won't control the supply, but privacy and independence from the state will be impossible. Paypal currently does this. Yes you can get bitcoin into paypal, but you can't take it out.
