They raised prices on energy like crazy in Europe. Build back better in this instance probably means buying Chinese solar panels for much more than what they're worth with government subsidies while shutting down coal and nuclear power plants. Germans are paying $0.32+/kwh. There are still places in the U.S. where people are paying $0.02-$0.04/khw.
It's a good time to become energy independent. If you do get solar panels of your own, you may want to look into dirty electricity filters; solar panels and inverters cause a lot of electrical noise. I don't think it causes health problems for everyone, but it can be an issue if you have a chronic disease, especially if it involves mold. If you want to prepare for an EMP, solar panels and wires will survive a blast. Inverters and battery balancing circuits will not. So if you stash some extras in a faraday cage along with some other electronics that you want to shield, you're good to go.
