Lets not overthinking this. Clearly this is the manager of customer care, NOT an actual exec. It's a kid, and his response is actually a fairly reasonable thing to tell your customer care team (horseshit wiki description aside) when you are a low-level manager like this guy.

Fear starts at the bottom at those most easily reachable.
Apply "broken windows policing" to political fear tactics. The guys higher up say "if this continues as a trend, surely they'll turn on us next."
