It depends a LOT on the company. I am my company's CIO and I rarely look at code...probably twice in the last 4 years. Haven't actually coded anything that was pushed to production in 10+ years. But I very much understand what my staff does, and am the final say in architecture decisions.
On the flipside, I have worked for billion dollar multi-nationals and the CIO almost certainly never coded, and is a politician more than a technologist.
I would bet a lot of money that GETTR is smaller than my company and its CIO and CISO were far more technical than me.
