It depends a LOT on the company. I am my company's CIO and I rarely look at code...probably twice in the last 4 years. Haven't actually coded anything that was pushed to production in 10+ years. But I very much understand what my staff does, and am the final say in architecture decisions.

On the flipside, I have worked for billion dollar multi-nationals and the CIO almost certainly never coded, and is a politician more than a technologist.

I would bet a lot of money that GETTR is smaller than my company and its CIO and CISO were far more technical than me.

If you remember, we pointed out the problems with GETTR when it first appeared - the fact that it was originally GETTER and was developed by a BHO operative. Not surprising they have internal problems.
