According to what David White, Ottawa City Solicitor, said in a Zoom meeting that was posted on here today (link below), the police have no power to call a state of emergency and that it's very unlikely that it could be done so quickly.

The key word here is 'could'. I think they're just bluffing. Without a real state of emergency (which I doubt they could have gotten so quickly, particularly on a Sunday), they have no real power to do anything more than hand out tickets for breaking bylaws.
Here's an important clue that this is all fake:
The Ottawa police don't want to admit they made the tweet. I wonder if it will get deleted when people start questioning it too much.
