Senate rules require a quorum to vote any legislation or nomination to the Senate floor. Committees are split 50/50 - reflecting the Senate tie. By not being present in Committee, the Republications can stall anything. Rand Paul has been doing this in his committees for months now.

Lindsey Graham is the Republican ranking member of the Judicial comittee, he will vote with the Democrats. He is one of only 3 Republicans to vote for Biden's nigress pick for the DC court, federal appellate Judge Ketanji Brown Jackson who will probably be his choice for Supreme Court Justice.
