The Union Pacific Railroad has its own security police with law enforcement authority.
Railroad police are certified state law enforcement officers with investigative and arrest powers both on and off railroad property in most states. They also have interstate law enforcement authority pursuant to federal law.
The news commentator in the video claimed it was local police, and that they were incapable of doing anything because it was interstate commerce. I'm just responding to what they reported.
I'm not really interested in pursuing this story. I could give AF about Union Pacific and their inability to secure their transports. This problem stems from globalization, which is making them rich.
