This is just normal, every nation places a few mines near all cables, just in case they need to disrupt them eventually. More interesting is the timing of the "Russia bad" communication, could be a sign of war preparation. Maybe Ukraine will finally storm the Donbass, leaving the Russians no choice than to send help.
