That's a very interesting point - bc one of the requirements for juror duty is that you're a citizen. You sign that form under penalty of perjury. I've been called and served for jury duty three times - It's a pain but important. So now, non-citizens not only get to vote, but they will get to vote without being "inconvenienced" by jury duty. But back to your point - Completely on target - that's a big reason they want them here - bc they AREN'T familiar basic American concepts.
