Wrong. You think they are stupid? They know exactly what they are doing. Those in charge get massive kickbacks from pharma tech. Your elections are rigged same as USA. Media is controlled, your elected leaders selected and paid off. This was all planned years ago.

The statement is about the perception of the people. Those creating the fear are the ones profiting off the solution. Biden is at a 24% approval rating because people see the incompetence, but nothing will change as long as they keep accepting there is an emergency. There is no emergency.
