Not a big deal tech-wise. It still relies on the same basic method that EEG machines have been using for decades to read basic brainwave frequencies and decipher the signals via Fourier Transforms (mathematical calculations). All they're doing is replacing the matrix of electrodes that normally cover the outer scalp with smaller electrodes that are injected into the blood vessels inside the scalp. They also need a device to register the eye movements on the screen to know what the person is focused on (listen :46).
This is a relatively simple method of one-way communication. It can't be used to inject thoughts or control brain functions. The company is advertising it in order to seek funding for research that has been going on for a long time and making very slow progress. They even tell us that Elon Musk is five years behind on his projected research. The chances are that it doesn't even work as well as they make out. It's still in clinical trial stage and is aimed at rich people with handicaps who have a lot of money to blow.

I don't know how Musk made all his money, but he seems to have come out of nowhere posing as some sort of tech genius, which I think is a joke. If he was such a smart guy, he'd realize that his dream of brain/computer interfacing (the way he talks about wanting to be able to download masses of information directly to human memory, upload somone's mind onto a computer, etc.) is totally ridiculous. He hasn't got a clue and just throws his money at wild ideas.
