Technically we have a responsibility to ensure these weapons do not fall into enemy hands, now why were they not destroyed ?

Because we left them in the hands of waht should have been a very capable Afghan army that was trained by us. You could argue why was the databases and ID badge equipment not destroyed. I think we know the answer.
