I dont know what kind of systems they were running but it is not SOP to be running a constant packet capture on any network. It is usually done for troubleshooting or diagnostics.
There are things like DPI (Deep Packet Inspection) but even then, most systems are not going to store a running log of packets.

I did, that's why you have one switch port configured as a monitor. if something goes screwy then it's useful to quickly check the recent/current/overnight network stats to eliminate a network issue
