The reason why is because that's not the worst of evils. It could still be worse. The Devil, if I think I know him, would not let you sit in the fire for eternity. He'd take you out at unpredictable times, and for unpredictable durations, giving you the hope that you might have found some relief, and then he'd take that hope away, because the worst evil would be not just to torture you, but to torture you by giving you hope first. Now, that doesn't preclude Hell from having fire - but even sustained torture would not be enough. You've got to make someone truly hope, and let the realization dawn on them all-too-slowly that nothing good is coming for them. Hopelessness on top of agony.
