I agree 100% that the military is in control.
Regarding #4: There is no lasting impression and therefore weaker/less-lasting changes if the problem isn't very clear to the public and extremely threatening. A strong case demands a strong reason for the changes, and changes that will never be able to be reversed under future admins. This is partly why Trump is playing it as though he was defeated in his plan and therefore excused from taking all the blame for what many people may have to suffer before it's all over. Many won't be willing to accept that it would be much worse if he had acted too soon, leaving many bad actors in place.
This explains most/all of the other points you listed.
And of course there is the likelihood that further evidence is being collected / bad actors identified by allowing Biden to exercise his powers (but only as the president of the USA corporation) and involve other bad actors (particularly foreign) who haven't had enough evidence collected on them yet.
There is also the possibility that military operations are going on in places like China that center around the recent election fraud and other matters related to the DS. The threat isn't erased just because people in-country are taken out of play.
It's also possible that infighting was predicted to occur once Trump was out of the way and the bad actors started re-adjusting their individual power structures, which would weaken them further and distract them from whatever might happen in the end to take them down.
We're really at our greatest point of blindness right now as to what Trump might have planned for the near future, but that means that the DS is too.
