The "may wear" is the important part of the regulation. How broadly can "civilian clothing" be interpreted. If clothing looks like military uniform, but doesn't have insignia, then it is civilian clothing.
That clothing item, is ISSUED to us by our SERVICE BRANCHES.
That regulation ALLOWS us to mix that military clothing item with civilian clothing...
