Why spend money? A rope and a branch is free.
It stands to reason that there is limited viewing ability around a tree or lamppost, this needs to be viewed by all, clearly, and be captured on video in great clarity. If you have a nice stage/platform/ gallows, then you can process multiple guilty simultaneously and still provide optimal viewing to many.

We should also do an experiment. Have 4 modern crematoriums there as well and turn the bodies to ash, having the ovens go 24/7, then see how long it takes to get through all of the evil ones, and extrapolate that to figure out six million bodies.
