Trump already handed control to the military, legally, via Insurrection Act (note: not announced, but with 10th Mountain Division active duty on the streets, Insurrection Act in force.) Plus the.....

The NESARA Act gives legal sanction for Trump to hand over control to the military. No specific law dictates when that must be disclosed.
